23 mile range refers to rural, open land, with no trees, no hills, within point of view.
If you use in city or neighborhood, you'll be lucky to get a half mile out of them. Hilly terrain with woods, you'll be lucky to get 1 mile. You cannot shoot signal over a hill. If you plan on being over a mile apart, think about purchasing something else. These are great for talking between cars, using on a job site within the same building or being outdoors but within a mile.
